New application for Mandatory (HMO) Licence

One application is required per property.

Flats - If you are applying for more than one flat within the same building AND you own all the flats within the same building you will need to only apply for one licence, by using the main property address, you will also only be required to pay one fee. If you own one or some flats within a building you will need a separate application for each flat that you own.

This application will take around 45 minutes.

NOTE: If you have more than one property to licence have you completed the ‘My Profile’ section. If you have not click on ‘My Account’ BEFORE you complete this form. You can then choose the ‘Saved Data’ option when shown and select the relevant parties information, this will save you time and the need to duplicate this information.

Documents:
You will be required to provide the following documents in this application.

  • Evidence of permanent residential address of proposed Licence holder and manager (where applicable) in the form of a utility bill or bank statement, no older than 3 months is required for the licence holder and manager
  • Identification in the form of a passport or DVLC for the proposed Licence holder and manager
  • Sketch floor plan of the premises (with floor space areas stated for each room) and amenities
  • Automatic Fire Detection (AFD) test and inspection/commissioning certificates (issued in the last 12 months)
  • Current emergency lighting system Test Certificate (issued in the last 12 months)
  • Service Contract for alarm and fire systems (no older than 12 months)
  • Current landlord’s Gas Safety Certificate (issued in the last 12 months)
  • Current Energy Performance Certificate (EPC) banded A to E (no older than 10 years)
  • Copy of a current Basic Disclosure Certificate from Disclosure Scotland, for the licence holder and manager (if appointed) from Disclosure Scotland £25 fee online. https://www.mygov.scot/basic-disclosure/
  • Electrical Installation Condition Report or Electrical Installation Certificate issued to British Standard 7671 - 2018 (no older than 5 years)
  • A written statement to confirm that any upholstered furniture provided by the landlord to which the Furniture and Furnishings (Fire)(Safety) Regulations 1988 (as amended) apply, is fully compliant
  • Most recent Portable Appliances Test certificate for all electrical appliances provided by the landlord (if applicable) (no older than 12 months)
  • Fire Safety Risk Assessment (if applicable)
  • Copy of Accreditation Certificate (no older than 12 months) (if you are an accredited landlord and member of NLA /MLAS)
  • Building Regulations completion certificate and planning consents (if applicable)
  • If you don't have one of these documents currently to hand then please upload a word document advising the relevant certificate will be provided prior to consultation.
